Seal level is how deep the control goes. It is not the same as road / sea mode.

Declaration basis (Beyan Esası): declaration accuracy is the shipper's responsibility (ADR 5.4.1 / IMDG 5.4.1.6).

What HazSeal is — and is not

HazSeal is a decision-support tool built on the official ADR 2025 text and the IMDG 41-22TR dataset (T.C. UAB Turkish publication — unofficial; English text prevails). It is not a legal certification, and it does not replace your dangerous goods safety adviser (DGSA/TMGD). Where the source text is unavailable or ambiguous, HazSeal answers NEEDS_REVIEW instead of pretending.
